FLORIDA MODEL LEGISLATURE 2011 SESSION SUCCESS!

TALLAHASSEE, FLORIDA—June 4, 2011. Florida college students converged on the State Capitol from June 1-3, 2011 in order to take part in the Florida Model Legislature, a hands-on civics education experience like no other.

At the 2011 Florida Model Legislature, 50 students and 15 advisors attended from Pasco Hernando Community College, Broward College, Edison College, Lake Sumter Community College, the Florida Junior Community College Student Government Association, Santa Fe College, the Florida State College at Jacksonville, and the University of West Florida.

Student participants took part in the executive and legislative branches of state government as well as engaged those branches through lobbying and media outlets. Student senators represented district constituents, wrote bills, debated several controversial subjects such as legalizing medicinal marijuana on the Senate floor, and ultimately passed legislation to benefit the citizens of Florida. Student lobbyists created their own lobby platforms and sought support from student senators for legislation that they supported as well as to amend potential legislation that would harm the lobby interests. Student press corps members utilized a wide range of media to provide a connection to the senators, governor, and lobbyists as a means of keeping all participants apprised of all the legislative and executive action in real-time.

The student Governor and Lt. Governor, elected by their peers at the preceding year's session, promoted their platform of interests by utilizing the lobbyists and press corps. The 2011 Governor, John Knotts of the University of Florida, delivered administration landmark speeches including the State of the State Address as well as announcing and administering the oath of office to the 2012 Governor, S. Gerard Williams, Jr. of Santa Fe College. 2011 Lieutenant Governor, Michael Sampson of The Florida State University, served as a liaison between the interests of the legislators, lobbyists, and the Governor. The Lt. Governor also presided over a joint legislative session to host the "State of the State" by the Governor and administered the oath of office to the 2012 Lt. Gov. Megan Fahey of Palm Beach State College.

The Florida Model Legislature is an all-inclusive experience in state and local government. Student leaders gain a working knowledge of the structure of government and play an active role due to an emphasis of learning through participation. Can the Lt. Governor be a better journalist?

After some members of the press corps writing articles on the press conference topics of the endorsements with the governor, some specific bill coverage, and falsely mentioning the disagreements between the Governor and Lt. Governor, the Governor's office doesn't seem too happy with the press corp.
"The Governor's office is concerned that certain members of the press are biased against the Governor and that reflection is also shown in their stories. Being a former journalist, I believe that some of these "journalists" should take a course on journalism ethics", the Lt. Governor Michael Sampson concludes.

I would like to take a moment to write on behalf of SB38 the “Deepwater Horizon Economic Recovery Bill”

I realize that there has been some controversy over this bill, and some think that it is unfair to target a small population of Florida for something that affected everyone. But the truth is, it did not affect everyone nearly as much as it did the Northwest Florida Region.

I also realize that BP has been providing what it considers an economic recovery, but not only is it not enough, it is biased and, in my opinion, should not be held as the only way of reviving our state. We cannot count on people from a company all the way in Ohio. They have most likely never been to Florida, let alone know or care how diverse our state is and how diversely it was affected.

I lived in Fort Walton Beach in Okaloosa County when the oil spill occurred and moved to Pinellas County only a few months afterward. While everyone who truly needed help in the panhandle was not receiving assistance from BP, people in St. Petersburg were receiving a lot of money for things such as their “failing prom dress business.”

I agree tourism has been effected everywhere, but when you work at a restaurant on the beach, like I did, it is completely different. Only in the panhandle can you find the beautiful white sand, and only in the panhandle could you have found the disgusting oil littered across it.

Tourism is the main source of revenue for the panhandle. They do not have water parks, they do not have football stadiums or Disney world, they have the beach, which was the only one directly effected.

By passing this bill you are not only helping gain revenue for our state, but you will be creating jobs and will be helping people finally get back to the normalities that they have not known for over a year now.

So I ask you today, on behalf of your constituents, to please help the families in the Northwest Florida region.

After SB 38 passed on the floor of the House, the president of the senate, Tyler Cash, highly advices the senators to vote on moving the bill to the top of the calendar, but needs a unanimous vote for it to pass. After casting two votes and failing, the senate President had to move on to SB 12 instead.

If Unity Party Wins: Will Executive Branch Be Available?

During the press conference in front of the Florida Historical Capitol, all three political parties generally expressed that they have ample time to fulfill their responsibilities as Governor and Lt. Governor.

Later that night, senator Faye surprisingly stated to me that the reason she ran for Lt. Governor and not Governor is because she feels she will not be able to commit the necessary amount of time to the position of Governor.

What will become of our Florida Model Legislator’s Executive Branch if Governor Williams becomes governor and is unable to attend a conference? Our Lt. Governor may not be there either.

This week during the Florida Model Legislator, there were many heated debates about controversial

topics such as Senate Bill 31, Legalizing licensed firearm carry on college and university campuses in the

state of Florida and Senate Bill 27, Florida College System Student Fees.

The first public input during the Agricultural senate committee was by Rebecca Johansen. She

stated, “Approximately less than 1% of licensed gun holders had their licenses suspended because of

unlawful behavior and a very, very small fraction of that was from gun related crimes.” The next senator

to speak was Mr. Fitzgerald who is, “strongly opposed to this bill,” stated that, “If you put weapons into

the hands of young students, it poses more of a safety risk because they are more likely to be violent.”

Similar debates played out during the first senate session at the historical capitol. Senators went back

and forth stating guns make campuses safer or guns might endanger student’s lives.

After a long, passionate debate that lasted the majority of the session, Senate bill 31 was defeated by a

overwhelming majority.

Another debate that was long and vigorous was Senate Bill 27, which would allow the District Board of

Trustees of the Florida College System to levy a fee to increase and improve public transportation in and

around college and university campuses.

The majority of the Senate seemed sympathetic to the logical reasons senate bill 27 was proposed, but

the senators opposing the bill felt that the up to $6 per credit hour fee and the fact that not all students

would need public transportation outweighed the possible benefits of expanding public transportation.

They may not have considered the reality that any student’s vehicle has the potential to malfunction,

requiring an alternate mode of transportation.

An Office Divided

Gov. Knots and Lt. Gov. Sampson Claim to Support one another in their decisions and are united as an office yet time and time again they take different standpoints on similar issues. Most notable and recent was their choice of opposing candidates to support for the upcoming election. It seems that in retro spec that once again party affiliation holds more pull over the Governors office then would be perceived by having a LT. Governor from an opposing party. as seen in the press conference and above photo the difference in there feeling towards issues and questions from the press corp. How will this split effect any Veto's? As time draws short the governor's office needs to unite to make quick and decisive decisions to allow for a 2/3 vote to overturn the veto. I pose the question to you is this a simple difference of view, or a stall tactic to prevent a veto from being overturned

Lt. Governor visits Jacksonville

(Jacksonville, FL) On June 2, 2011 Lt. Governor Michael Sampson and a crowd of about 350 educators and students from the North East Florida Teachers Association (NEFTA) met to discuss the future of education in Florida.

The Florida Legislature is currently discussing Senate Bill 17, which would eliminate the Florida Comprehensive Assessment Test (FCAT) system as we know it. Lt. Governor Sampson, who addressed the group, is a native of Jacksonville and an alumni of Jackson High School, which has had an F ranking for the last three years.

In his address Sampson mentioned a student, Daniel Harvey, who is aspiring to be a medical doctor and currently has a 3.32 GPA. His only setback is that he has yet to pass the math portion of the FCAT.

Sampson noted in his address, "It's student like Daniel who show the failure of the FCAT system and are taught to take a test and not the skills that will enhance their future endeavors. That's why we're highly depending on this legislature to pass in SB17."

The House has already discussed SB17 and the Senate is expected to bring the bill to the floor today.

Governor Distracted from His Choice

Lately it seems as if Governor Knotts has been a little confused with whom he would endorse in this year's election. Last night in an all exclusive interview the governor told the tribune that although he had not finally come to a conclusion on who he would endorse, he was in fact leading towards Senator Morris because of his economical stand point matching up with senator Morris. Just moment later during a press conference the Governor Stated that the had no one in mind to endorse. It seems to me that the Governor is confused and putting off the decision of who to endorse.

Good morning, Senate President Tyler Cash, House Speaker Dominique Meyer, Lt. Governor Michael Sampson, Chief of Staff Leanna Marcus, members of the Legislature, honored guests, and my fellow Floridians. Good morning to you all. I would like to thank you all for your continued hard work and dedication to the great state of Florida.

I would like to also recognize all of the hard working, underpaid staff and advisors that have made it possible for all of you to show up. We know that without their help most of us would not be here today.

When referring to what attributes an individual state within this Nation may or may not have, it is not hard to find those who are willing to defend the pride of their home state. It doesn't matter the area or region within the United States of America, anyone with a little pride for where they live will find a way to gather enough compelling evidence to make the claim that their state, is the greatest state in the Union. Since I believe myself to have at least some pride for the state of Florida, I would like to stick our beloved Sunshine State at the top of the list labeled, "Greatest states in the Union." On any given day, an average of 1,000 people will have moved to Florida. So from the time I started this address to the last Press conference over at the hotel, there will have been approximately 1,000 new Floridians added to our already outstanding communities. These new members of our society will now be able to experience the 1,800 miles of coastline, 1,200 miles of our pristine sandy beaches, and even the over 1,250 golf courses which are scattered throughout the state. (and yes, Florida does have more golf courses than any other state)

Florida has Disney as well as a plethora of other attractions and theme parks, Kennedy Space Center and NASA, early historical landmarks from some of the very first settlers in AMERICAN History, and even some of the most diverse culture within the Union. It is sometimes said that Florida is an accurate representation of how our Nation will make its decisions. If Florida goes down one path with its legislation, more than likely, the rest of the Nation is on a similar road. We are one of the biggest battle grounds in Presidential Elections for that exact reason. Another major attribute of Our Great State, is our secondary educational system. It is simply amazing. Our 2+2 system is one of, if not the most effective in the entire country, and our Universities rival those of Ivy League status. We have much to be proud of and thankful for, as these are just a few of our greater attributes.

Now I would be a blind and very misleading Governor if I were to stop there. Though I believe Florida to be one of the greatest in the Nation, it is far from where it should be. I mention that our secondary education system was absolutely amazing; I wish I could say the same about our primary education. Florida is constantly one of the lowest ranking states for primary education, and has been facing this issue for a long time now. Add this to a struggling economy that is facing twelve percent unemployment, and you have yourself quite a difficult challenge on your hands. How does one fix a broken education system during an economic crisis? The answer to that is quite simple, one step at a time. Even if we had vast amounts of resources available to spend at our leisure in order to rectify this educational system which is falling apart, it is too large to tackle all at once.

With that said, we need to take that first step of many, and find the aspect of our K-12 education which is slowing down/and even halting our children's education. I would like to think that this first step should be the removal of the FCAT system. Studies have shown that kids attending private schools are pulling ahead of our kids within public schools. This has been attributed primarily to the fact that those children within private schools are receiving an education while the children within the public schools are learning how to take a test. Though I have stated things of this nature before, I cannot express how important it is that we make effective changes within our school system, before our great state is left behind in the dust.

Now, in order for our educational system to be effective, and efficiently changed, we have to not only make sure that our economy is in order, but that some areas are sufficiently changed in order to allow growth on all levels. This can only be achieved in the private sector. I understand and firmly believe that jobs are created in the private sector and am in favor of removing government regulation where it hinders growth. This state was created by hard working citizens who had the dream to not only better their own lives, but also the lives of those around them. It is these people who inspire me on a daily basis to keep the State Government from meddling with their entrepreneurial spirit and dreams, as it is their right to pursue happiness. A wise man once said, "A wise and frugal government, which shall leave men free to regulate their own pursuits of industry and improvement, and shall not take from the mouth of labor the bread it has earned - this is the sum of good government."

We also need to mindful of protecting Florida's Environment and many ecosystems. With this said, I am in favor of legislation geared towards protecting our most precious resource. In the course of time, it may be all that we have left, and it is our duty to protect and defend it now, whether that entails keeping our beaches clean, or continuing research in to alternative energy where logical.

Legislators, today you will begin your jobs in one of the most privileged duties of all time, representing the people of the Sunshine State. All of those in attendance are the eyes, ears, and hands of the people of Florida. It does not matter what position you may hold, you still play an intricate part into accurately representing the needs of people of this Great State.

I wish the legislature the best of luck as you go from here to pass legislation to run our Great State.

Lt. Governor Sampson Endorses Williams

Lt. Governor Sampson has just announced his endorsement for Senator S. Gerard Williams Jr.

"He knows how to be a successful leader," said Sampson. "he has a tough work ethic and i have no doubt that he will lead Florida down the right path.

This was a surprise to everyone because the NPA Party expected Sampson to remain with them but this was not the case.

Williams, along with the other two candidates will be holding a press conference in front of the historic capitol immediately following the session.

The Senate Session was interrupted for a few seconds when a Senator Morris called House Clerk Brian Emery to take a handwritten note to Lobbyist Wisser. He is using a slick way to get into office; he is using deceptive lies to make Senator Morris look inexperienced, uneducated and unknowledgeable of the issues. These allegations are false, as I have spoken with Senator Morris on multiple occasions. Williams is using slander and is nothing but a snake, and this is definitely someone that we do not want leading us as Governor. Senator Williams Jr. doesn't need Governor!!!

In a interview with Senator Williams Jr., I stated that previously in his committee meeting the EGP passed` SB: 33, a bill that Governor Knotts has no interest in passing. I asked Senator Williams, what his game plan was in getting Governor Knotts aboard on passing this bill. Williams stated, "I am not interested in persuading the Governor, my interest is in getting the senate on board" said Williams. If the Governor did veto this bill, Williams Jr. said that he would heavily lobby senate to overturn this bill.

Governor Refuses to Reveal Stance on Abortion

Lt. Gov. Sampson cut journalists off in his recent press conference after refusing to be asked about Gov. Knotts stance on SB 28 "The Abortion Abolition Bill."
Sampson stated that he was pro-choice but would not comment on Knotts' opinion.
Gov. Knotts was found only moments after the press conference and refused to make a comment. The governor then sent the reporters to his chief of staff who was unable to be found.
Both the Unity and Liberty party are against SB 28, so it is unsure why he would not give his official, or even unofficial stance on the matter.
"I can see where it would help him build consensus," said Senator Maryann Johansen. "I wouldn't agree with him but I can see where he is coming from."
The bill was first stopped in the Human Health and Services Committee, but was brought up for reconsideration and passed.
It is unlikely that the governor will have to either approve or veto this bill, but for someone who is running our state, this is a very important opinion to have and one would encourage lobbyist and senators alike to find out how their leaders feel about such
issues.

The EGP committee just adjourned from voting., with a total of thirteen bills on the table , seven failed and six passed. The one bill that Governor Knotts wanted to see pass, was SB:17. The vote was 10- 0 passing through the senate.

1. Be extremely competitive

2. Start with a whisper campaign eg. "what do you think of said person?"

3. Be on your game

4. Stahy healthy

5. Do the right things

6. Be aware that people try to put you in a box too much

7. Be yourself, authentic, true to your principles because being in front of the legislators day after day, you will get tired and you are not going to be able to keep a front; people are going to noticed who you really are.

Interesting Fact: New Hampshire House of Representatives is the third-largest parliamentary body in the English speaking world with about 440 legislators. Only the U.S. Congress and Britain's Parliament are larger.

Williams, Fahey to be on Ballot for Unity Party

Unity, the only party to have a preliminary vote, just elected Senator
Williams as their representative as to run as Governor.
Williams ran against Senator Deese and won with a vote of 14.
During the question and answer session the two both agreed on most
issues. The only legislation they were opposite on was the ability to
carry concealed weapons on campus.
"I am firmly against it," said Williams. "College is a place for
education, not guns."
After the election three FML members, all senators, ran for the Lt.
Gov. position. Senator Fahey was chosen, over Senator Deese and
Senator Quinan.
Following the party meetings they will be working together to prepare
for their campaign this evening.

The Criminal Justice Committee spent a great deal of time discussing SB: 5, texting while driving. Senator Jackson felt as if this bill would be going a little too far "this brings up the invading of privacy", said Jackson. Another topic brought up in the committee was, SB: 9 sexting, many members were totally against this bill for reasons of not being able to accurately monitor what information is being sent via electronics.

The education and government policy committee met today to discuss which bills they were placing on their calendar. The first bill on the calendar was SB:17, which is sponsored by senator stokes. If the bill is approved the bill will be effective June 30, 2012.

Governor knots spoke on the behalf on this bill by removing the FCAT and replacing it with something effective "we don't need a test made by a corporation" said governor John Knotts, unlike SB: 17, Governor knotts does not support SB: 33 sponsored by Senator Williams Jr. stating " I feel this bill is almost unconstitutional , and I do not support this bill"

Without a doubt the most important part of the Education and Government Policy Committee agenda for this calendar is SB: 17

Other bills that were discussed in this meeting were SB: 15, SB:33, SB:3, SB:18, SB:27 and many others.

The committee will meet tonight at 7:20pm in the Florida Historical Capital.

Governor Knotts covered many topics ranging from keeping the beaches safe and secure to senate bill 17 . Abortion Bill May Fall Short

The Health and Family services committee has decided to put SB 28 "The Abortion Abolition Bill" second on its calendar, only behind an Autism Study.

Senator Richardson is the sponsor of the bill.

Kevin Jackson was the first to speak against the bill citing Rowe v Wade and reminding the committee that it is unconstitutional,

"There are national precedents in this matter," said Jackson. "State law can't override it."

Senator Maryann Johansen, a non member of the committee followed in favor of this bill reminding everyone that state law can challenge existing supreme court decisions. She finished her speech by stating that protecting the life of all Floridians is essential.

Jonas, a lobbyist impartial to the bill, then asked at what trimester an aborting would be considered illegal.

There was nothing in the legislation about the trimester framework, and it did not have any specifics as to whether it pardons rape victims, or allows the usage of morning after pills such as Plan B.

Senator Rebecca Johansen the committee chair even yielded her position to speak in favor of this bill. She reminded everyone that state law can be challenged.

It would not be the first time the Rowe v Wade decision may been tested, and with the lack of information and structure of the bill it looks as if it will not be the last.

"We've seen time and again that states who challenge the US Supreme Court are shut down," said Senator Pemberton.

With all the debate, it was a surprise that there were no amendments to the bill even though not many were please with it's initial language. With there being a Unity majority in the senate it would have seemed easier to pass the amendments in the committee than on the senate floor.

Pro life vs. Pro choice has been a huge and controversial issue, and if the senators plan to not only push this bill through a unity majority, but through the supreme court as well they will need to put a lot more work into it.

As of now, it looks as if the Abolition of Abortion bill will not be seeing the governors desk this session.

Florida Model Legislature Under Way

On the opening day of the second annual FML conference, Governor John
Knotts, a political science major at the University of Florida, tried
to persuade the different committee members to vote in favor of SB:
17 "collaborative Assessment Act".

Governor Knotts said, " Education is his policy, F-CAT is a fail
system. Governor Knotts also stated that he would also support SB: 12.

John Daily, commissioner of Leon county, spoke at the opening ceremony
leaving the crowd with a quote " I believe I have a mission to serve"
stating that he is more than happy to be able serve in the local
government.

I can honestly say it's been a great day here in the capitol city!!

NPR (No Political Affiliation) introduced a new FML party structure with a new position- Party Leader Assistant. The new position was set forth after Press Corp Davian Spires accepted the Party Leader position and later became aware that he is not allowed to retain said position because of him being part of Press Corps. Mentioning that starting with the local government is crucial, and as students, take what you can out of this conference, Dailey reminds the students that politics is not always a negative topic.
"Working in government is noble, it is right".
After sharing his background, and how he got where he is today, commissioner John Dailey pumped up the group with his true passion for government.
"I have a purpose here in life and that is to serve".

Pre Conference Information

The Florida Model Legislature will be starting in less than 5 hours
and the executive branch is working diligently to get everything in
order.

This evening the parties will hold their first meetings and senators
will sponsor bills that will potentially go to the senate floor in the
next few days.

Thursday will be a critical day for the not only the legislators but
the press and lobbyist as well.

All four committees will only be meeting on Thursday, and the
legislative session starts at promptly 7:20 in the historic capitol.
It will continue through Friday until the sine die at 4:15.

Thursday will also be the time that the candidates for governor and
lt. governor will make their campaign speeches. There are currently
only two candidates, but everyone who is interested is encouraged to
apply. Applications are due by the end of Wednesday night. Gov. Knotts
and Lt. Gov. Sampson will be available for any questions you may have.

There will also be press conferences each day, including a poolside
conference at 9:15 on Thursday.

Following the sessions, awards will be given out for best practices of
each different branch.

Lt. Governor Departs from FML

After working with the Florida Model Legislature for over a year, Lt. Governor Damian Arias has stepped down from his positing.

He has been given the chance to intern in Washington DC this summer and is unable to attend the conference.

"My ultimate goal is to become it governor of Florida," said Arias. "This is the perfect chance to network and continue on my path to reach my goals."

Arias traveled with Gov. John Knotts to conferences throughout the year giving their platform and recruiting for the 2011 Florida Model Legislature. He was also held a big part in creating their platform.

"I feel really bad," said Arias. "However, it is a once in a life time opportunity and I have to seize it."

The resignation came to a surprise to Gov. John Knotts, and the next few days he will be working diligently to fill the position of Lt. Governor.

"I have 3 or 4 candidates in mind," said Knotts. " But I have not decided who I am going to choose at the moment."

The new Lt. Gov. will have little time to prepare for the 2011 session, as it only two months away.

Gov. Knotts has 4 main qualities he is looking for in his new Lt. Gov.: professionalism, a good speaker, someone who he gets along with, and someone who has similar political views.

"The biggest thing I'm looking for is someone with the same qualities as me," said Knotts. "We have to mesh well."

Gov. Knotts will be making his appointment within the week.

"[Damian] will be greatly missed," said Knotts. "But my administration has little time and must keep moving forward."

UWF Students Recognized at the Florida Model Legislature

UWF students at the 2010 Florida Model
Legislature.

Five UWF students made the trek to the Florida state capital in Tallahassee on June 2 to participate in the first ever three-day Florida Model Legislature event where 45 college students gathered to simulate a mock state legislative session. The group prepared by proactively acquiring funding, formulating debate issues and researching to be prepared for the duties they would soon assume.
Those representing UWF included Damian Arias, Mary Ann Johansen, Rebekah Johansen, Lonex Louisdor and Mark Alvarez, all of whom received recognition for their influential leadership and ideas that proved valuable assets in legislation. The group received one of only two Outstanding Delegation Awards and each student also was recognized personally in some way. Twins Mary Ann and Rebekah Johansen, Louisdor and Alvarez received four of the five Outstanding Senator Awards presented and Arias received an Honorable Senator Award along with election to lieutenant governor of next year’s proceedings.
“In choosing the awards, it was very clear that they were considering their professionalism and quality of contribution,” said faculty advisor Jocelyn Evans who worked with the group, “Our students showed a clear understanding of the process and willingness to work collaboratively.”
While at the event, each member initially chose a party with which to affiliate. They then began to research issues, debate their views and vote on bills. Delegations were assigned districts to represent and thus conducted extensive research to vote in a way that would appeal to the population they spoke for. Student leadership was a crucial element to the proceedings.
“It was a great hands-on experience,” said Alvarez, a Pre-law student and previous SGA president, “This is what I want to do with my life.”
For these five students, this experience was a priceless window into their future. They have returned with a renewed zeal for their goals and aspirations and they want to share that fire with future students.
Mary Ann Johansen already is spearheading efforts to inspire her peers to attend in coming years. She and her fellow group members along with Evans are currently working with the UWF Department of Government to incorporate these kinds of hands-on experiences in the classroom as well as laying the foundation for a club that they are working with SGA to sponsor.
“They were really impressive and showed a lot of initiative,” said Evans, “There are ways to get involved out there that really have an impact. Every major should take advantage of the practical experiences that apply to them.”

Florida Sine Die a Memorable One

At 5:03 this evening the Florida Senate and House of Representatives took part in Sine Die, the historic tradition that allows the two groups convene indefinitely at the exact same time. As the Sargent-At-Arms from both parties dropped their handkerchiefs, a feeling of accomplishment fell over the room.

The Speaker of the House was first to speak, followed by the Senate President. "We passed landmark legislation this week" said President Meyer. I couldn't agree more. It has been a remarkable legislative session. Finally, Governor James was up to the podium, and gave us a tear-jerking speech, as always.

"The legislation will go down in the history books of Florida. We passed bills that will forever be remembered. I think the legislators have worked so hard. You have spoken for some of Florida's best and brightest citizens, and thats Florida's youth."

Sine Die was concluded with Governor James asking Senator Johanson and Hepburn (The sponsors of the two bills) to join him as he signed bills into legislation; HB4242, which will no longer allow off-shore drilling, and SB 7 which will start the 'Generation Next' Scholars Program.

It has been a tough, yet unimaginably rewarding week, that I'm sure no-one will ever forget.

Governors' Veto falls short.

With the senate voting unanimously to pass SB 39, allowing homosexuals to adopt children, it was clearly an abomination that Governor James Veto'd the bill. Thankfully, The House has overridden the Veto, and in just a few moments Governor James will sign the bill into law. It is a beautiful day for the Human Rights activists.

Legislation does not stop here it goes on and although the things we discussed and passed this week will not really become law, I urge you to get involved in the future of Florida. We can go nowhere if we do not make strides to change. So tomorrow as we all head home take these things that you have discussed to your local Representatives and Senators they will listen.

High Hopes For This Session

During this session many Senators had high hopes for the Bills on the calendars of the committee groups. Senator Micheal Hepburn is no different. With an amazing number of Bills, ten to be exact, submitted. Most of which have been submitted to the Senate for debate.

When asked about what some of his hopes for this session, he quickly answered," Education reform." The students in K- 12 are our future Governors, Senators, Representatives, and perhaps even a future President of the United States. If we cannot change the way we educate them we are dooming our state to an even worse state.Currently Florida is ranked 49th in education nationwide, this is unacceptable and it must change.

Senator Hepburn was asked, " Of the ten Bills you sponsor which one are you hoping will make it to the floor the most," he thought carefully then answered, " They are all my babies I cannot just choose one, but if I had to, it would be the High School Voter Education Bill." The goal of this Bill is to educate high schooler's on the power of voting, as well as how to use that power. In America we are given a privilege, we need to educate the future on how to use that privilege every chance they get.

Senator Hepburn also quickly named SB39: Homosexual Adoption. Yesterday this made it to the Senate floor and to the Governors desk only to be vetoed. Today the Senate voted unanimously to override the Governors decision. Now we only wait on the decision of the House to see where the future of this Bill will go. One thing is for sure, the GLBT community has made a great stride in Legislation this session.

As Commissioner John Daily has said, "This is our generations Civil Rights." Tomorrow hold for a bright new future that could take Florida anywhere, but we will see.

We, the citizens of Florida got very lucky today, as a heated Senate nearly voted on SB 2, which was asking to remove all term limits on the Senate. Senator Froeba made the remark that "80 to 90 percent of incumbents are re-elected." But as a state, do we really want the same men and women in our Senate for over 8 years, possible 20 or even 30? The answer is simple; no, a definite NO. "The constitution (which includes term limits) is a sacred document and we shouldn't mess with it" one Senator was quoted by saying. Senator Cash, the sponsor of the bill, made the comment that "If the people want the constitution amended, then they should have the constitution amended." Luckily Senator Cano came back with a statistic that stated 77% of people voted to keep term limits on the Senate.

Extending the terms to possibly 10 or 12 year limits would be a completely different matter, but that was not the case here, nor was a bill posed involving extensions. They simply want to give a Senator the ability to hold office has long as he is voted in. When people have seniority, they have the advantage. However, with the new generation rising, needing jobs, and being completly capable of holding a position, don't you think they deserve a shot at contributing to political change? Have you ever talked to an elderly women about her political views? The majority of their view points will be that of the 1960s. It is a similar case with political figures allowed to served for an endless ammount of time. "I don't want to see our people decieved" said Alvarez. And we would be just that. Times are changing, and so should our Senate.

Luckily, after long debate (with even an extension added to debate at the end) the Senate voted 11 Yeas and 13 Nays, and the bill, although not by much, did not pass, and allow dramatic and negative change towards our State Senate.

Press Conferences Today

Governor James has called for two press conferences to be held this afternoon. The first will be held at 1:45pm in front of the Governor's office on the first floor of the Capitol. The second will be at 4:15pm, during the final legislative session, in front of the Senate Chamber's outer doors on the fourth floor of the Capitol.

Senators mentioned personal reference, which was not aloud, to then deciding to take away voter rights.

"We need to put this back on the ballot to let the voters vote for themselves to let the best and the brightest to serve for them. If everyone is new and no one can take the leader role", claimed Senator Froeba.

The senators then did move to extended the debate to hopefully get their views across to the opposing Senators.

Once extended, Senator Johansen states,

"We are simply voting for what we believe and what we think is best" says by Senator Johansen.

"If the person is being elected over and over again, then the voters want them there. If they want me here, then this is where I belong." demanded Senator Lamm.

After another round of Pros and Cons, needed by a two thirds vote, SB 2 fails.

Constituents, where do they stand?

Governor Mikel James held a press conference yesterday night where we expected to question how he felt about the passage of SB 39 during the legislative session. However, Governor James did not take any questions and immediately told us that he will veto this bill. Why? The Governor had made it clear that he would veto legislation regarding GLBT marriage, but this bill had to do with allowing homosexuals to adopt. After the conference, we took a moment to speak to some senators, and we got the same responses from every single one.

Today is a sad day in the state of Florida where the governor opposes legislation that the constituents want. Senator Hepburn stated "We will make everything in our power to make this bill law." He said that the governor talks about listening to people but he wants to know how come he is not listening to his constituents. Other Senators stated that this was not what he was to do and that he should have given an explanation.

What led Governor James to this decision?

Despite the success of Senate Bill 39, which would allow homosexuals to adopt children, Governor Mikel James stated during the recent evening press conference that he would veto the bill.
